Fallback output module for Speech Dispatcher. It does not synthesize
speech but plays a pre-recorded message announcing that no real TTS
output module is available. Install only if you actually want this
fallback notification; otherwise it just adds an idle PipeWire/PulseAudio
client that appears in volume mixers.
