System-wide instance of Speech Dispatcher, started by systemd as root.
Not needed in normal desktop setups: libspeechd already spawns a
per-user instance on demand via the user systemd units shipped in the
main package. Install this only if you specifically need a system-wide
daemon (e.g. shared multi-user TTS server, kiosk, accessibility setup
without a user session).
